Introduction
If we are to talk about the North American gambling regulations, it is tough not to think about Georgia, known as one of the least friendly gambling states in the USA.
Even though this state is home to five professional sports teams and is located in a region saturated with sports teams, plus three of the state's border countries—Tennessee, North Carolina, and Florida—have legalized sports betting, it is strictly forbidden in Georgia!
Still, that does not mean that the country's lawmakers have not been trying to legalize it. Several attempts have been made to put together bills, but unfortunately, they all failed, including the one from the beginning of 2024.
The United States has always had a controversial gambling system.
Every state sets its own gaming laws controlling what is allowed and what is prohibited, allowing some to make it more accessible while others push for stricter regulation.
You guessed it—Georgia belongs to the latter since it currently doesn't allow any form of commercialized gambling, and we are honestly not sure that will change in the near future!
Because of these restrictions, Georgia residents cannot gamble at brick-and-mortar casinos but can play at US online casinos.
This conservative state's history of opposing legalized gaming has made it difficult for advocates of casinos and sports betting to win over its leaders.
Georgia's definition of illegal gaming. is betting upon the final result of any game or contest or upon games played with cards, dice, or balls to win money or other valuable things!
Judging by this statement, there is no doubt in our minds that online gaming, as well as games like poker that require skill with an element of luck, are strictly forbidden!
The minimum age for gambling is 18, while if a person engages in illegal gaming, they can pay a hefty fine or even end up in jail.
So, what is allowed?
Currently, Georgian players have the best option for enrolling in raffles, charity bingo, and state lotteries. It is possible, however, that things may change in the near future despite the failure of so many attempts.

History of Gambling and Current Gambling Regulations
While gambling was uncontrolled in Georgia in the 1800s and early 1900s, things have significantly changed nowadays, and Georgia has become one of the most severe anti-gambling countries in the US.
The lack of popularity of gambling in the 1800s is no surprise since people didn't have much to gamble on, nor did they have time or income to do that. However, what did exist then and took the southern states rapidly was the lottery!
However, this game was, you guessed it, heavily corrupted, and the corruption took a toll quickly, which led to the banning of not only lotteries but all types of gambling in 1878.
It took Georgia a whole century to legalize raffles and charity bingo in 1976, while 1992 marks the year when it finally decided to introduce a state-run lottery to fund educational opportunities in the country!
During the 1990s, a loophole allowed redemption games to be played in arcade gaming parlors, resulting in the introduction of quasi-legal poker machines.
A video poker ban was enacted during a special General Assembly session in 2001.
Today, any form of gambling must be legalized through a constitutional amendment.

Past Attempts to Legalize Sports Betting
There have been several years of unsuccessful attempts to legalize sports betting in Georgia, and we cannot see the end of it.
Besides, there is a solid religious opposition to gambling, arguing that it is immoral and will cause problems for society. According to them, the additional tax revenue isn't worth it.
This argument carries much weight since a large segment of the Georgia population is religious.
At the beginning of 2021, supporters had high expectations for legalization, as a bill was introduced to authorize online sports betting, with the state Lottery Commission as the regulator.
According to the bill, sports betting should be classified as a lottery-style game, and its proceeds would also go to education programs. However, it didn't go through.
With the idea of standalone sports betting bills, the Georgia legislature seriously considered sports betting in 2023. This first bill only needed a simple majority to pass - no amendments were required.
As a result, they will need the support of two-thirds of the legislature instead of a simple majority.
Finally, the bill was derailed because of concerns about a provision about horse racing.
Similarly, a constitutional amendment was proposed, but it failed quickly, while the last bill that was introduced wasn’t even discussed.
So, we came to the final attempt…
…that happened in January 2024 when the Georgia Senate passed a bill laying the groundwork for legalizing sports betting.
However, it took only a couple of months for Georgia’s House of Representatives to fail to legalize sports betting in any capacity for 2024.

Popular Types of Gambling
As already mentioned several times throughout this article, most forms of online gaming are illegal in Georgia. However, there are some exceptions, including sweepstakes and social casinos!
Regarding the latter, these casinos offer different slot machines and table games, but here's the catch: players can play games with tokens and sweep coins only.
Sweepstakes casinos
Many newcomers get confused about sweepstakes and social casinos, asking questions like: is it still gambling? Can I actually win real cash? How is it possible if gambling is illegal? Social and sweepstakes casinos are kind of in their own world, especially in the U.S.
Is it gambling?
Not really, because gambling usually involves three things:
- Paying money to play.
- Having a chance to win.
- Winning something of real monetary value.
Social and sweepstakes casinos don’t hit all these points. With the former, you’re usually playing with sweepstakes entries or virtual currency that can be earned for free (or sometimes purchased). And social casinos? They’re more about having fun with friends and collecting points or prizes without any promise of real cash rewards.
But, be mindful: many social casinos today actually operate under the sweepstakes policy. So, “sweepstakes casinos” and “social casinos” are often interchangeable! That’s why you should always read the terms and conditions to find out how they work, what is expected of you and what kind of prizes, if any, you can expect.
Can you win real money?
With sweepstakes casinos—yes, it’s possible! You can sometimes redeem sweepstakes coins or points for actual cash or prizes. But this is why it’s technically legal: the system is designed to avoid being considered gambling. They always offer a way to get those coins for free, like mailing in a request or signing up for promotions.
How is it legal if gambling is illegal?
This is where it gets interesting. Gambling laws in the U.S. are state-specific and often focus on that pay-to-play aspect. Since sweepstakes casinos don’t require you to spend money to play, they’re considered promotions rather than gambling. It’s like those cereal box giveaways where you could win a prize without buying anything—same concept, just digital.
Think of it this way: if gambling is a high-stakes poker game, sweepstakes casinos are more like a raffle where you don’t have to buy a ticket, but you can if you want better odds.
Georgia is one of the states where online gambling is pretty strictly regulated, so things can get a bit tricky.
Sweepstakes casinos are typically legal in Georgia as long as they operate under the "sweepstakes" model. Since they offer a way to earn coins for free (without requiring a purchase), they aren't considered illegal gambling. As long as the platform has a free-to-play option and follows the rules, you should be good to go.
Social casinos that don’t offer real money prizes (just virtual rewards and points) are also usually fine to play in Georgia. You can enjoy games without worrying about the gambling laws because you're not risking actual money.
While the situation for sweepstakes casinos is clearer, be sure to read the terms of each platform to check if they’re available for players in Georgia, as state laws can change, and some sites might restrict access.
Payment Methods
If you’re playing at a sweepstakes casino where you can win real money, you can usually deposit (if you decide to buy Gold Coins or sweepstakes entries) and cash out using regular payment methods like credit/debit cards, even Bitcoin, check and bank transfer.
KYC is a big deal at most sweepstakes casinos, especially if you’re looking to withdraw real money. Casinos want to make sure you’re really you and that you’re over the legal gambling age (usually 18 or 21 depending on the state). It’s a standard procedure for any platform offering real money payouts. Typically, you’ll be asked to submit a government-issued ID, proof of address (like a utility bill or bank statement), and sometimes a selfie to verify your identity. KYC verification usually happens before you cash out for the first time. It might take a few days, but once it’s cleared, withdrawals are often much faster.
Bonuses & Promotions
Bonuses and promos are a regular feature, sweepstakes have rich promotional schemes as much as any regular casino or even better!
When you sign up, many sweepstakes casinos will offer free Sweeps Coins as a welcome bonus. It’s a great way to get started without spending much (or anything at all).
If you refer a friend, you might earn extra free coins when they sign up and play.
Expect to get free coins or Sweeps Coins daily just for logging in or completing simple tasks.
Some casinos have limited-time promotions like extra Sweeps Coins for certain games or seasonal bonuses and even loyalty programs with tiered rewards.
How do you sign up and start playing at Sweepstakes/Social Casinos?
Choose a legit site: Look for trusted names and check reviews to make sure they're reliable.
Sign up: Create an account using your email. Some sites might require basic details like your name and date of birth to confirm you’re over 18 (or 21 in some states).
Claim free coins: Most sweepstakes casinos give you free Sweeps Coins or Gold Coins as a welcome gift. You can start playing with those right away.
Optional: Buy Gold Coins: If you want more Sweeps Coins, you can buy a Gold Coin package—Sweeps Coins are often included as a bonus.
Play games: Use Gold Coins for fun or Sweeps Coins if you’re aiming to win real cash prizes.
Redeem prizes: If you win with Sweeps Coins, you can usually cash out after meeting the casino’s requirements (like verifying your identity).
Although the state hasn't regulated online gambling, numerous offshore websites accept users from Georgia.
Moreover, while the land-based casinos are not legal, residents can enter cruise ships that dock in the East River.
What players can enjoy without a problem is a state lottery, bingo, and raffles.
With the passage of the Education Act in 1992, the state lottery became not only legal but also extremely popular. In addition to Powerball, Mega Millions, and Cash4Life, the Georgia Lottery offers a wide selection of draw games.
As part of the lottery's mission to fund education, it is required to contribute to the HOPE Scholarship, which funds college tuition for qualified students.
Georgians are allowed to participate in live bingo games provided they are operated by registered non-profit organizations. The game cannot pay more than $1500 in prizes per session or $3000 per week.
When it comes to poker...
...Georgia gambling law makes no exception for home games and social games – playing poker for cash remains illegal!
Online poker, however, is only legal as long as no money is involved.
