History of Gambling and Current Gambling Regulations
While gambling was uncontrolled in Georgia in the 1800s and early 1900s, things have significantly changed nowadays, and Georgia has become one of the most severe anti-gambling countries in the US.
The lack of popularity of gambling in the 1800s is no surprise since people didn't have much to gamble on, nor did they have time or income to do that. However, what did exist then and took the southern states rapidly was the lottery!
However, this game was, you guessed it, heavily corrupted, and the corruption took a toll quickly, which led to the banning of not only lotteries but all types of gambling in 1878.
It took Georgia a whole century to legalize raffles and charity bingo in 1976, while 1992 marks the year when it finally decided to introduce a state-run lottery to fund educational opportunities in the country!
During the 1990s, a loophole allowed redemption games to be played in arcade gaming parlors, resulting in the introduction of quasi-legal poker machines.
A video poker ban was enacted during a special General Assembly session in 2001.
Today, any form of gambling must be legalized through a constitutional amendment.

Past Attempts to Legalize Sports Betting
There have been several years of unsuccessful attempts to legalize sports betting in Georgia, and we cannot see the end of it.
Besides, there is a solid religious opposition to gambling, arguing that it is immoral and will cause problems for society. According to them, the additional tax revenue isn't worth it.
This argument carries much weight since a large segment of the Georgia population is religious.
At the beginning of 2021, supporters had high expectations for legalization, as a bill was introduced to authorize online sports betting, with the state Lottery Commission as the regulator.
According to the bill, sports betting should be classified as a lottery-style game, and its proceeds would also go to education programs. However, it didn't go through.
With the idea of standalone sports betting bills, the Georgia legislature seriously considered sports betting in 2023. This first bill only needed a simple majority to pass - no amendments were required.
As a result, they will need the support of two-thirds of the legislature instead of a simple majority.
Finally, the bill was derailed because of concerns about a provision about horse racing.
Similarly, a constitutional amendment was proposed, but it failed quickly, while the last bill that was introduced wasn’t even discussed.
So, we came to the final attempt…
…that happened in January 2024 when the Georgia Senate passed a bill laying the groundwork for legalizing sports betting.
However, it took only a couple of months for Georgia’s House of Representatives to fail to legalize sports betting in any capacity for 2024.
