Brief History of Gambling in New Jersey
Long before New Jersey became an early adopter of online gaming, the state was widely renowned for the iconic Boardwalk and fashionable casinos of Atlantic City, which is rightly called the gambling capital of the East Coast. While the construction on the Boardwalk started in 1870, the story of legal gambling in NJ is not that old, going back to 1939 when pari-mutuel horse race betting became a regulated activity. Traditional casino entertainment, however, had to wait pretty long for its turn to be legalized at a state level, which finally happened in June 1977 when Governor Brendan Byrne signed the New Jersey Casino Control Act into law.
In fact, the aforementioned law could easily become a reality a couple of years earlier, if it wasn’t for the “wrongly” formulated referendum question in 1974. At the time, voters were offered to amend the State Constitution to allow casinos state-wide. Quite understandable, 60% of them said “No” because they did not want to find themselves in a situation similar to Nevada where the industry was heavily infiltrated by organized crime.
But in 1976, NJ held another referendum, restating the question to allow gambling only in Atlantic City and not in other municipalities. The second attempt was successful and supported by 56% of voters. The next year, the Division of Gaming Enforcement (DGE) was established to issue licenses to operators and regulate their activities.
Since the early 1990s, the Garden State has implemented a range of measures to make its gambling legislation and practice more business-friendly, trying to attract as many operators ready to invest in the local economy as possible. As for the online industry, the history was made in November 2013 when New Jersey became one of the first U.S. states to legalize online casinos and let land-based operators provide gaming services via internet platforms and mobile devices.

Online Gambling Laws and Regulations
All gaming and betting activities within the state are regulated by the New Jersey Casino Control Act from 1977. Over the years, it has been modified through several amendments to keep abreast with the rapidly changing environment of the industry, which is arguably, one of the most dynamic out there. The Act is complemented by rules and regulations provided by the Casino Control Commission (CCC), which is in charge of the licensing process.
The Commission has three members who are appointed by the Governor and confirmed by the State Senate. Under normal circumstances, members serve five-year terms, but, the most interesting thing is, the panel should almost be balanced in a political sense. Namely, in accordance with the rules, no more than two commissioners can be from the same party. The CCC makes its decisions on whether to grant or deny licenses to certain applicants based on the reports provided by the Division of Gaming Enforcement.
Two important authorities that oversee compliance with all laws and regulations are the Regulatory Enforcement and Regulatory Prosecutions Bureaus. Their activities cover a broad spectrum of topics, from proper advertising and underage gambling to game rules and fair play.
